As a bit of advice, I recomend taking up English lessons to help improve your speaking and typing skills.

I remember going to paypal.com, making sure you are logged out (If not, log out!) then try the checkout again by using the link on the website. A known problem is that the checkout won't appear if you are actively logged in.

If it still doesn't work, its probably because you're trying to use the ingame steam browser, which does not work for paypal purchases.
