I though blizzard would be at least a teir two though.

Yes, combine the item, 5m, and a crafting catalyst. I'm not sure if the result would be legendary or common since the rare quality overrides legendary.

It *should* go back to legendary since that was what the item was in its original state.

Also, Rainbow Sparkles and Blizzard are both Tier 2.

To clear things up; an item cannot lose it's legendary quality unless the base item changes. A spinechilling skull with item code "spisku" will always keep the legendary quality.
