All of the rare item effects are categarised by the different tiers which they are in. When you look in the premium part of the shop you will notice you can buy either a Tier 1, Tier 2, or Tier 3 rare chest for Hats and Attachements. These will each have different rare effects inside them, here are the effects when they are sorted in to the different tiers. When you open a chest and you receive a rare item, it can be from any one of the tiers.
