All of the rare item effects are categorized by the different tiers which they are in. When you look in the premium part of the shop you will notice you can buy either a Tier 1, Tier 2, or Tier 3 rare chest for Hats and Attachments. These will each have different rare effects inside them, here are the effects when they are sorted in to the different tiers. When you open a chest and you receive a rare item, it can be from any one of the tiers.

Players are able to obtain items with special rare effects on the servers. The standard rare item effects are categorized by their "tiers", which were previously based on rare chests that were available in the premium store. As of a Summer 2015 update, these chests are no longer available for purchase; they have been replaced with supply crates.
